The purpose of this Act is to ensure the protection of plants against harmful organisms. For this purpose, it determines the framework within which a permanent phytosanitary watch is ensured on the national territory.

It also sets out the rules for the prevention, surveillance, control and fight against such harmful organisms.

The provisions of this Act apply to harmful organisms, biological control agents, plants, plant products and other objects imported, exported, produced or put into circulation on the national territory or in transit, as well as to any person who carries out professional activities, even on a temporary basis, in connection with such organisms, agents, plants, plant products or other objects.
